Bellapais Monastery Turned into a Garbage Dump

A sad pilgrimage that at every stop adds to one’s outrage and disbelief:

The historic Bellapais Monastery was turned into a garbage dump after Asil Nadir sons wedding.

Turkish Cypriot daily Afrika newspaper (25.09.07) writes that last Wednesday the 800-years-old historic Bellapais Monastery was turned into a garbage dump after the wedding of the son of Asil Nadir and Aysegul Tesimer.

The paper writes that the tourists who visited the Monastery next day in the morning, despite buying a ticket for the historic monument, they could not have a complete tour, a fact that annoyed them. Moreover, the paper reports that the night of the wedding no one could approach the area and state police was guarding the entrance to the village creating problems to the villagers and their guests from passing.

The music at the wedding lasted until 2:00 am, but the most ridiculous thing was until next morning when tourists visited the Monastery and faced a wreck, a rubbish dump, the paper notes.

President Papadopoulos Speaks to the UN General Assembly

PRESIDENT PAPADOPOULOS:

Mr. President,

Before I begin, I wish to indicate that my statement is complementary to that delivered yesterday by the Prime Minister of Portugal on behalf of the European Union, to which Cyprus fully subscribes.

At the outset, I would like to congratulate you on your election as President of the 62nd Session of the General Assembly and express my sincere gratitude to your predecessor, Her Excellency Sheikha Haya Rashed Al Khalifa on the successful completion of her tenure.

As this is the first general debate after the election of the new Secretary-General, I would like to take this opportunity to congratulate Mr. Ban Ki-moon on his appointment to this crucial post and wish him every success. His Report on the work of the Organization demonstrates not only the broadened spectrum of issues dealt with by the United Nations but also the comprehensive character and vast potential of multilateral diplomacy. Among the aspects of the Organization’s work that present particular interest, we note the disconcerting developments in the Middle East, the modest progress made with respect to the development agenda, the effects of the Organization’s involvement in different crises, particularly in Africa and the increasing impact of its humanitarian contribution.

We also maintain our focus on the outstanding aspects of United Nations reform and particularly on those pertaining to the Security Council. As a crucial pillar of the Organization whose activity and output have grown exponentially in recent years, the Council’s effectiveness and legitimacy should be enhanced. Moreover, we consider as an integral part of the reform process, the creation of a culture of permanent mutation of the Organization through which the latter will adapt to future developments as they occur.

A necessary building block towards ensuring the continued relevance and legitimacy of the work and decisions of the Organization is to guarantee that these decisions are compatible with, and even emanate from, the will of the membership as a whole, in particular through the General Assembly as the universal organ of the United Nations. Being a staunch advocate of the enhancement of the role and authority of the General Assembly, my delegation is particularly pleased that one of the most pressing issues facing the international community today is being addressed in this framework with a view to elaborating policy.

Mr. President,

To date, we have ample scientific data and other overwhelmingly convincing evidence suggesting that world climate is changing at the detriment of human and ecological systems as a result of human activity. Thus, our response to this alarming phenomenon should be the focus of our debate rather than the extent to which it exists.

We believe that it is important for us to define, from the outset, the scope of the response we are seeking to formulate. In the face of the quasi irreversibility of the damage done thus far, we should at least put the necessary focus, resources and energy in curbing the galloping deterioration of the situation and urgently decide the first steps to protect our societies from large scale future climate change.

In realizing this task, an integrated approach is needed. We must account not only for the future environmental impact should current trends continue but also evaluate the projected consequences in other areas likely to be adversely affected such as security and development.

All of us, Governments and individual citizens alike, are stakeholders in this endeavor. We must act jointly to codify binding commitments, ensure that these are quantitatively and qualitatively adequate to address the problem effectively, and attach to them a firm implementation monitoring mechanism and timeline.

The Intergovernmental Panel on Climate Change has suggested a number of technological and policy instruments that are available to Governments for mitigation action. We stand ready to support the adoption of a number of sectoral policies and measures the Panel has deemed effective like the use of renewable energy, the use of technology to produce energy cleanly, improved waste and waste-water management and the use of alternative technologies in exploiting human systems like forestry, fisheries and agriculture.

In deciding and enforcing our response, we see no plausible framework other than the United Nations. Aside from its unique position to address the issue because of its global character, its success in confronting a threat with such massive potential as climate change will be a litmus test for the relevance of our Organization. One could say that climate change is the modern day equivalent of the security threat that necessitated the establishment of the Organization in 1945. It remains to be seen whether our system can be effective in dealing with contemporary threats to humanity as it has been in dealing with more traditional security deficits.

Mr. President,

Let me now turn to an issue which the United Nations has had a long involvement with and which we aim to keep within the Organization’s priorities until it has been definitively resolved within the framework set out in numerous relevant resolutions of this Organization.

Cyprus, like the majority of member states, gained its independence after the Organization’s inception. It has relied, since then, on the United Nations to uphold the principles enshrined in its Charter and it has always considered this system of collective security as the only legitimate means to counter acts that are inconsistent with the Organization’s purposes.

For many years, the United Nations has made strenuous efforts in trying to broker a solution. It might be that the task has been so arduous because the truth remains that the Cyprus issue, when stripped of niceties of diplomatic terminology, is a question of foreign aggression and continuing occupation of a significant part of a sovereign state, entailing enclaved and missing persons, refugees and massive and enduring violations of human rights.

Cyprus has survived the most difficult circumstances created by the many facets of the problem and has primarily insisted on one thing vis-à-vis the involvement of the United Nations in its resolution: the full application of the values this Organization was founded on and has worked so hard to promote.

So, why does this problem persist after so many years during which the national, regional and international political landscape has undergone dramatic changes? Certainly, it is neither for lack of political will nor for lack of effort on our part.

Rather, the occupying power has not displayed any motivation to solve the problem and this has only been reinforced by the Annan plan which satisfied all Turkish desiderata, thus being readily accepted by the Turkish side. Instead, Turkey has used its dominant position to command trade-offs of all sorts.

Secondly, Turkey’s long-standing objective of gaining political and military control over Cyprus remains unchanged. Despite declaratory remarks of willingness to solve the Cyprus problem, its actions confirm its dedication to its ab initio pursuit of controlling Cyprus through partitioning it geographically in two ethnically clean parts, with Turkey securing rights of suzerainty and the “right” of intervention in Cyprus.

Thirdly, efforts to solve the Cyprus problem have not been filtered through a system of values and norms of international law. They have not been tailored to the roots of the problem or even to the problem itself; rather their centre of gravity seems to have been the kind of solution the occupying power would want or could, at least, tolerate. In fact, it is clear through the conduct and negotiating positions of Turkey that it has not contemplated a solution outside the boundaries of the status quo, with the exception of partition.

Fourthly, shifting the problem from the context of its origin has led to a problem-solving methodology that divides the distance that separates the parties, caving to the demands of the most powerful party and making its success conditional upon the latter’s magnanimity.

Fifthly, the occupying power has insisted on discussing elements to the problem that form neither part of its genesis nor of its solution. The Cyprus problem is not a derivative of bad community relations but one of outside intervention. Persisting, therefore, on a constitutional arrangement, set-up primarily on the basis of ethnic origin - without due respect for the overriding democratic principles of liberty and equality of all citizens - insults their dignity and condemns the viability of any settlement.

Mr. President,

We currently find ourselves engaged in an effort to implement a process consisting of an Agreement concluded and signed by the two communities in Cyprus on 8 July 2006 and complemented by letters exchanged between the leaders of the two communities and the Under-Secretary-General for Political Affairs of the United Nations on 15 November 2006. The surprising laboriousness in implementing this carefully crafted Agreement, the purpose of which is to prepare the ground for subsequent negotiation and is intended to lead to a comprehensive settlement of the Cyprus issue, is not inherent to this particular process and we should thus persist on implementing what has been agreed. The pace can only be determined by progress, and as needed, culminating in full-fledged negotiations. Sidelining or circumventing stages of the process will only lead to expediting not the solution, but the confirmation of deadlock.

So what does the future hold for the mission of good offices entrusted to the Secretary-General by the Security Council? On our part, we remain fully committed to it as it is clear to us that we cannot sustain the status quo and must insist on a meaningful and forward-looking process that can elicit concrete results leading to a settlement of a bi-zonal, bi-communal federation, with the correct meaning of each of these terms. The only process that can take us forward is that established by the 8 July agreed process I outlined above. This process is anticipated to test suggestions, ideas and alternatives at expert level, adequately prepare the ground and submit to the leaders, points that warrant political compromise or agreement. Though the last meeting with the Turkish Cypriot leader did not signal the beginning of the implementation of the Agreement as we had hoped, we will not rescind our efforts to put the 8 July process back on track. The element of time is very important; however only progress through preparing the ground can bring us sooner to an agreed settlement.

On the other hand, we have never viewed our relationship with Turkey as a zero sum game. To the contrary, we consider that a solution to the Cyprus problem and good neighborly relations between Cyprus and Turkey are a sine qua non for the stability of both countries and the wider region. An opportunity to put this doctrine to practice has arisen as a result of Turkey’s aspiration to join the European Union. However, the catalytic effect of this accession negotiation process, has not thus far helped relieve the Cyprus problem of artificial and unfounded Turkish concerns and unrealistic policy considerations that have, in any case, been rendered obsolete by the emerging political environment. It seems that not even the allure of accession to the European Union can supersede Turkey’s policy objectives regarding Cyprus. We, like others, have linked our endorsement of Turkey’s European endeavors with the fulfillment of its European obligations.

Turkey’s intentions are not only manifest in the non-resolution of the Cyprus problem after all these years. They transpire from all its actions: the non-normalization of its relations with Cyprus as a first step to becoming an EU partner, the non-removal of any of its troops from Cypriot soil as a confidence building gesture, the intensification of efforts to project a secessionist entity in Cyprus and its systematic violations of our sovereign air and maritime space and of the military status quo. This was recently confirmed by explicit statements of its leadership at the highest political level referring to “a settlement based on two peoples, two democracies, two states and two religions” (sic).

Over the past year, we have also witnessed repeated attempts by the occupying power to illegally explore my country’s natural resources and to sabotage our sovereign right to explore and manage these resources. It has carried out unauthorized demolitions of Greek Cypriot houses in the areas it occupies and it continues to destroy cultural and religious heritage. It has intensified the large-scale illegal exploitation of Greek Cypriot properties in the occupied part of Cyprus, not least because this will skew the terms of a future settlement.

At the same time, Turkey pursues its own strategic objectives in Cyprus at the expense of re-unification and is only guided by its own interests and not those of Turkish Cypriots. It has ascertained over the years that the occupied part of Cyprus would come completely under its political, economic and military control. We regret to note that Turkey has been trying to involve our friends and neighbors in this ill-conceived effort. Underpinning this strategy, is the intent to legitimize the faits accomplis of the invasion and attribute political status to its results. Such strategy could not have been achieved without presenting the Turkish Cypriot community as victims, not of Turkish aggression as is really the case, but of Greek-Cypriots for resisting this fait accomplis. A prime example of these tactics has been the ongoing campaign to deceivingly suggest that the Turkish Cypriot community is economically disadvantaged because it is isolated. Considering that the per capita income of Turkish Cypriots has doubled over the past three years to the extent that they now enjoy the 59th highest per capita income in the world, one can easily detect the political agenda behind the attempt to link their economic development with the fate of the illegal regime.

Mr. President,

For years now we have been advocating that the road to solving the Cyprus problem is not via the exclusion of the inconvenient truths that underlie it or the by-passing of principles that are, for us, the guarantee that the settlement of the Cyprus problem will continue to be valid and relevant in a constantly changing world.

We insist that a functional and enduring solution is not one that flows from a simplistic formula that merely reflects the power balance of the parties. We are convinced that reaching a settlement well above the lowest common denominator is feasible and the creation of a unified, democratic, inclusive and forward looking society fully assuming its place in the European Union is within reach. We are also convinced that a settlement in the form of a bi-zonal, bi-communal federation can be truly comprehensive and need not sacrifice justice for the sake of peace. Lasting peace is elusive without the notion of justice being firmly embedded in its foundation. Justice should be intrinsic in any political settlement package as a natural consequence of striving to preserve the universal values, which this Organization is the Guardian of.

Equally importantly, we regard the preservation of our interests and those of Turkey in our region not as mutually exclusive but as complementary and interdependent. Our vision must be to inherit to future generations the legacy of friendship, co-operation and good neighborliness. We are afforded the opportunity to prevent eternalizing this feud and we should seize it.

The US State Department rejects Turkey’s threats on Cyprus oil

The European Union and now the US State Department have rejected Turkey’s threats on Cyprus oil. Turkey has threatened military action in order to prevent drilling off Cyprus southern cost. These threats were made as a response to the Republic of Cyprus decision to grant drilling rights to foreign operators. Yes, this is the same Turkey that aspires to join the EU club as it actually sees itself as an island of civilization in an ocean of backwardness and deprivation. Funny stuff. Here is what the US State Department had to say:

Question: The Republic of Cyprus has recently announced a partnership to obtain oil and gas exploration licenses in the Mediterranean Sea. What is the United States’ position on Cyprus’ request for bids? Is a US-based company among the bidders? Does the US company need to consult with the U.S. government before submitting its bid?

Answer: The Republic of Cyprus (ROC) has announced the results of bids to obtain oil and gas exploration licenses in Cyprus' exclusive economic zone. An American firm is among the bidders. The ROC is a sovereign nation with the right to request bids for oil exploration within its own economic zone. The involvement of U.S. firms in such investment is a business decision.

Cypriot journalist rejects accusations by Turkey

Incirli rejects accusations by Turkey

Mr Incirli stated: “I believe they wish me dead, not that they want to kill me, thanks to the EU factor they can’t do that.”

Turkish Cypriot journalist Serhat Incirli talks to Toplum Postası about his feelings regarding the recent case brought against him by Turkey and the reasons behind it. Mr Incirli who writes a daily column in Afrika newspaper, formerly known as Avrupa newspaper, was questioned because of an article he wrote in on the 15th and 17th of July 2004 about the Turkish Army and the status quo in Cyprus. Mr Incirli is accused of ‘insulting Turkish national values’.

Asked about what he said that offended the Turkish Armed Forces, Serhat said: “I believe what they (the Turkish government) are demanding in Cyprus is something they would never give to the Kurds in Turkey. But the columns that I wrote are not strictly about the Kurdish problem; it’s about Turkish racism. The Turkish constitution has racist undertones in its wording.”

Referring to the conduct of politicians in both Turkey and Cyprus, Mr Incirli said: “When you look from a European perspective, many politicians in Turkey and Cyprus like Süleyman Demirel, Bülent Ecevit, Rauf Denktaş and Devlet Bahçeli, the semantics of their speech is racist. I’m not saying that this is their intention, but they should be careful not to present that image.”

This is the first time Turkey is opening a case against a Turkish Cypriot, however, Mr Incirli has both Cypriot and British dual nationality. Commenting on the implications of the case against him on Turkish-EU aspirations, Mr Incirli stated: “I believe they wish me dead, not that they want to kill me, thanks to the EU factor, they can’t do that.” Referring to the importance of the EU factor in the improvement of human rights in Turkey, Mr Incirli said: “If they cannot reach EU standards on freedom of speech, nationalists or fascists will do some terrible things in both Turkey and Cyprus.”

Census takes place in the occupied North

Turkish Cypriot authorities have this week carried out a census of the population in the occupied North. The government of RoC has refused in advance to recognize the results of the census ... describing it as unreliable as it aims to legitimize the illegal settlers from Turkey. Preliminary results of the census, according to (the “Prime Minister of TRNC”) Mr. Ferdi Sabit Soyer, indicate a 31% increase of the population in the breakaway Northern statelet, compared to the results of the last census carried out ten years ago. Legitimising the war crime of ethnic cleansing

Ethnic cleansing and the consequent deliberate changing of the demographic status of a territory under foreign occupation through the introduction of settlers from the occupying power are both war crimes.

This is an undisputed fact of international law. In the case of Cyprus it is also undisputed that Turkey, as the power occupying north Cyprus, and as such responsible for everything that happens there, is guilty of these twin war crimes: the ethnic cleansing of the Greek Cypriot population of the north and its recplacement by settlers from Turkey.

In a move clearly designed to ``legitimise’’ the presence of the illegal settlers, Turkey and the illegal breakaway state staged a census there this week in which the settlers were counted as members of the Turkish Cypriot population of the region.

As expected, Mehmet Ali Talat defended this trickery saying it was wrong to claim this was designed to legitimise the settlers. The leader of the illegal state went as far as to declare that the census was perfectly legal, conducted on the basis of ``internationally recognised norms". ``There was nothing to hide’’ and ``no need to prove anything to anyone,’’ on the issue of the settlers, who are legitimate citizens of the breakaway state he said.

He further assured the settlers that they had nothing to fear as they were equal citizens to the Turkish Cypriots and that there was no attempt to distinguish them in any way.

Myths

Ferdi Sabit Soyer, the ``prime minister’’ of the breakaway state was even more forthright. He said the census would end what he referred to as ``the myths’’ about the north’s demography. ``We have no need to trick anyone,’’ he said.

What is even more astounding about this situation is that Talat, when he was in opposition, made the presence of the settlers one of the main points of criticism of Rauf Denktash, the then leader of the Turkish Cypriots. Talat attended public rallies then that demanded the withdrawal of the settlers, arguing that they were outnumbering the native Turkish Cypriots with whom they were unable to assimilate!

Following his election and his full dependence on Ankara for survival, Talat has now changed his tune completely, maintaining there is nothing wrong with the presence of the settlers.

But this wrong, or guilt, is fully attested by the numerous United Nations General Assembly and Security Council resolutions and judgements of the Human Rights Court of the Council of Europe. The resolutions and the judgements demand an end to this continuous war crime through the withdrawal of the illegal Turkish mainland settlers and the return of the ethnically cleansed Greek Cypriot refugees to their homes and properties that have been usurped by the settlers.

Eternal shame

Turkey contemptuously rejects both the UN resolutions and the Court judgements. What is most regrettable about this situation is that the international community, and more specifically the United States and the European Union, which are in a position to influence, even pressure, Turkey, to end this continuous war crime against Cyprus and the Greek Cypriot population by complying with the UN resolutions and the Court judgements, choose to do nothing, to their eternal shame.

Not only that, the EU is even considering Turkey as a prospective member of the Union without insisting that it should, at the very least, first become law-abiding by complying with the Court judgements and the UN resolutions. The United States at the same time are exerting as much pressure as they can on the EU to accept Turkey as a full member!

It is hardly surprising that Turkey has become so emboldened by this toleration of its continuing war crimes in Cyprus that it brazenly declares it has done nothing wrong.

No squeak

What is hard to understand about this situation is the lack of a dynamic reaction by the Cyprus government. One would have expected a major continuing campaign to inform the world, and to demand concrete action by the international community, about the continuing Turkish war crimes.

Such a campaign would be even more effective if the ethnic cleansing crime was linked to the equally hideous deliberate action by Turkey to wipe out the Hellenistic and Christian cultural heritage of the occupied north. Like the influx of the settlers, this is also continuing unabated through the deliberate desecration and desruction of Christian churces and ancient Greek sites in an attempt to create the impression that north Cyprus has no Greek or Christian links!

This truly abominable, deliberate uncivilised action by Turkey should prove more than enough for the European Union, which is so anxious about the protection of its cultural heritage, to tell Turkey bluntly it has no hope whatever of joining it, unless it acts in a civilised manner in Cyprus by correcting as soon as possible all the wrongs for which it is fully responsible.

Bakoyannis' Interview With AP

The newly appointed Foreign Minister of Greece did not mince words during her interview today with the Associated Press. FM Dora Bakoyannis stated that Turkey must live up to its obligations as a prospective EU member ... "All countries adjusted their laws, accepted the European standards so that they could join the EU. Turkey must also do this. There is no Europe a la carte for any country, and not for Turkey." Foreign Minister Dora Bakoyannis called on Turkey to live up to its obligations as a prospective EU member, including the retraction of a threat to declare war if Greece expands its territorial waters in the Aegean Sea, during an interview she gave to the Associated Press in Athens on Tuesday.

Bakoyannis also said that Turkey's Islamic government should allow the re-opening of a theological seminary that is important for the survival of the Ecumenical Patriarchate in Istanbul where the spiritual leader of the world's 250 million Orthodox Christians has his headquarters.

"The final European course of Turkey will be judged by Turkey itself. Turkey has assumed some obligations and these obligations must be implemented," she told the AP.

"All countries adjusted their laws, accepted the European standards so that they could join the EU. Turkey must also do this. There is no Europe a la carte for any country, and not for Turkey," she said.

According to the AP, Bakoyannis said Greece's relations with Turkey, the Turkish occupation of the northern part of the island of Cyprus, and the volatile western Balkans would be key issues she would discuss with US Secretary of State Condoleezza Rice during a meeting in Washington on Thursday.

Bakoyannis leaves for her first official visit to the US on Wednesday.

She said that a media report that Turkey would declare war if Greece extended its territorial waters from six to 12 nautical miles from the coast was an "anachronism".

Turkey's leading Hurriyet newspaper reported Monday that a classified Turkish foreign policy document it obtained said Greece cannot increase its waters to 12 nautical miles, and that Turkey must maintain its deterrence in the face of such a threat. The report could not be independently verified, according to the AP.

"I think this is an anachronism," Bakoyannis said. "Turkey at times is reported in the media as bringing back this position. This position is against the law of the sea and it is an issue that concerns the European Union. I have many times said that these types of declarations don't help Turkey come closer to Europe, which it has said is its main goal."

Relations thawed in 1999 and Greece became Turkey's leading EU sponsor. Turkey also has until the end of the year to open its ports and airports to trade from Cyprus.

"It was not an easy decision to promote and support the European course of Turkey," Bakoyannis said.

She said some progress had been made on restarting talks to unify Cyprus after the rejection by Greek Cypriots two years ago in a referendum of a UN-sponsored peace plan. She said recent talks between Cypriot President Tassos Papadopoulos and UN Secretary General Kofi Annan "again put forward discussions for the promotion of a viable solution on Cyprus."

One of Turkey's more important obligations, Bakoyannis added, was to respect human rights and religious freedom. She said it could start by re-opening the Halki seminary located on a Turkish island off Istanbul which has for generations trained the Patriarchate's priests, AP notes.

"The issue of the Patriarchate has to do with religious freedom inside Turkey. The existence of the Patriarchate in the long run is dependent on the function of the theological school at Halki," she told the AP. "It is not by chance that all countries in Europe and the United States urge Turkey to change its policies on the theological school of Halki and let it function like it did before 1971."

Turkey has been under pressure from the United States and the EU to re-open Halki, closed in 1971 under a law that put religious education under state control.

Although Ecumenical Patriarch Vartholomeos - a Turkish citizen and ethnic Greek - is considered to be the spiritual leader of the world's Orthodox, Turkey has long refused to accept any international role for him. It rejects his use of the title 'ecumenical' or universal, and argues the patriarch is merely spiritual leader of Istanbul's dwindling Greek community.

 "I believe that if Turkey opens the Halki school it will send a very important, symbolic message to the entire world. That an Islamic government like that of Mr. Erdogan respects human and religious freedoms," Bakoyannis told the AP. "I have said this many times to my Turkish interlocutors and I admit I am very saddened that no action has been taken in this direction."

Obliterated ... Why?

With the flight of the Greek population, Turkey succeeded in her first target: the region ceased to live and breathe to the tune to which it had done for almost three millennia of its history. ROMA, March 9 2006 – The island of Cyprus was the first destination of the “special mission” that the Holy Spirit entrusted to Paul and Barnabas, according to what is written in the Acts of the Apostles, in chapter 13.

On the island they found a Roman governor, Sergius Paulus, “an intelligent man who wanted to hear the word of God and believed, deeply shaken by the teaching of the Lord.”

But if Paul and Barnabas were to return to Cyprus today, to the northern part of the island, they would find not the Romans as governors, but the Turks.

And instead of a Christianity being born, they would find a dying Christianity, with the churches and monasteries in ruin, or else transformed into stables, hotels, and mosques.

This is documented in a startling report from Luigi Geninazzi, who was sent to Cyprus by “Avvenire,” the newspaper of the Italian bishops’ conference.

Cyprus became part of the European Union on May 1, 2004. But this was true only for the southern part of the island, which is Greek and Christian.

The northern part was occupied by Turkey in 1974, with 40,000 soldiers. The Turkish occupation caused death, destruction, and a forced relocation of populations. About 200,000 Greek Cypriots of the Christian Orthodox faith who lived in the north of the island fled to the south. And likewise, the Turkish Cypriots of the south, Muslims, moved to the north.

In 1983 Turkey consolidated the occupation by creating a Turkish Republic of Northern Cyprus, which is internationally recognized only by the government of Ankara: 180,000 persons live there, 100,000 of whom are colonists originally from Anatolia.

A wall guarded by the blue helmets of the United Nations divides the two parts of the island and cuts through the capital, Nicosia. In April of 2004, the UN placed before a referendum a plan of confederation between the two states, but this was rejected by the Greek Cypriots of the south, who are four times as numerous as the Turkish Cypriots of the north.

The Islamization of the north of the island has been concretized in the destruction of all that was Christian. Yannis Eliades, director of the Byzantine Museum of Nicosia, calculates that 25,000 icons have disappeared from the churches in the zone occupied by the Turks.

For a Turkey that aspires to enter the European Union, its actions in the north of Cyprus give a terrible impression of itself.

And what it has done in destroying the Christian presence begun by Paul and Barnabas is described in the report that follows, published in “Avvenire” on Sunday, February 26:

Europe ends here, in the most beautiful island of the Mediterranean, torn by a wall that splits it in two. Europe ends abruptly along a barrier of barbed wire, cement, and military turrets that splits Cyprus along its entire width and divides Nicosia, a capital wounded in its ancient heart.

For the UN, which guards over it with its blue helmets, it is the “green line.” But here the people continue to call it the “Attila line,” from the name that the Turks gave to the invasion.

The scourge has left its marks. It has struck Cyprus, the site of the most ancient Christian community on European soil, in its artistic, cultural, and religious treasury: stupendous Byzantine and Romanesque churches, imposing monasteries, mosaics and frescoes of inestimable value. It is a heritage that in the northern part of the island, under Turkish occupation, has been sacked, violated, and destroyed.

To realize this it is enough to cross the “Attila line” at the checkpoint of Nicosia, and there you are in the so-called Turkish Republic of Northern Cyprus, which greets the visitor with a large banner on which is written a topsy-turvy welcome: “How happy I am to be a Turk!” (a famous phrase of Kemal Ataturk). The nationalist pride of the descendents of the Ottoman empire has also modified the natural countryside, carving the crescent moon and the red star on the side of the Pentadattilos mountains, which dominate the wide plains.

The Turkish flag billows on the façade of the church of Agia Paraskevi, in the once Greek Orthodox village of Angastina. A sign says that work is underway to transform it into a mosque. The bell tower, which no longer bears a cross, is a strange minaret with the loudspeaker of the muezzin fixed upon an archway.

Christodoulos, the young archeologist accompanying me, is visibly shaken: “I was baptized here,” he says in a voice hoarse with emotion. He is one of the 200,000 Greek Cypriot refugees who, thirty years ago, lived in the north of the island and were chased out of their homes.

Christodoulos kneels on the spot where he was once baptized and lights a candle. The Turkish construction workers, squatting in front of the apse for their lunch break, look at him curiously: “Every time I come back to this area, it’s always worse,” he sighs.

We stop at Trachoni, where a jewel of the Renaissance once stood, the church of the Panagia, Our Lady. Now only the walls are left; the interior bears the signs of vandalism that has not spared even the stone altar, the pieces of which have ended up in a hole dug recently to search for who knows what treasure.

Ours is a sad pilgrimage that at every stop adds to one’s outrage and disbelief, a via dolorosa that retraces the places of Christian memory at risk of disappearing. At the village of Peristerona, on the road to Famagosta, the medieval monastery of Saint Anastasia (see photo) is being used as a stable, with the cows chewing their cud amid what remains of the ancient cells. The tombs of the cemetery have been profaned, and the gravestones broken.

We leave the countryside behind and go to the coast. Here many of the churches have been turned into restaurants, bars, and nightclubs, for the enjoyment of the tourists. At the top of the rock of Lapethos, which juts out over the sea, the church and convent of Agia Anastasia have become a sumptuous hotel with a swimming pool dug into the cloister, and a casino under the bell tower.

Almost the entire artistic patrimony of the Orthodox Church in the territory occupied by the Turks – 520 buildings between churches, chapels, and monasteries – has been sacked, demolished, or disfigured. Only three churches and one monastery, the monastery of Saint Barnabas, which has been turned into a museum, are in a more or less dignified state.

“The ruin is before our eyes, but the European Union prefers to look the other way,” the Cypriot foreign minister, George Iacovou, bitterly tells us. “The only hope is that, in the course of negotiations for Turkey’s adhesion to the EU, someone might pull out the dossier of shame.”

The Byzantine Academy of Nicosia has gathered detailed and meticulous documentation on the occupied churches in Cyprus. And for two years an attempt has been made at religious dialogue, with the support of the Orthodox bishop Nikiforos of the historic monastery of Kykko: “We have met with the Muslim leaders headed by Lefka, and I told them that respect for our places of worship is the basis for cooperation.” Nikiforos is moderately optimistic: “I encountered a lot of understanding. Errors have been made on both sides; we must overcome the divisions of the past and walk together.”

But the last word belongs to the politicians. Huseyn Ozel, a government spokesman for the so-called Turkish Republic of Northern Cyprus, displays great cordiality with the foreign journalist. The destroyed and sacked churches? “There was a war, and bad things happened on both sides,” he explains.

I point out to him that most of the mosques in Greek Cypriot territory have been restored, while his government has authorized the transformation of churches into restaurants and hotels, an insult to the sentiment of believers. “They did this to keep the buildings from falling into ruin, and anyway, these are decisions made by the preceding government, which I do not share,” Ozel counters.

I insist: what do you have to say about the churches that, still today, are being turned into mosques? The Turkish Cypriot functionary spreads his arms wide: “It is an Ottoman custom...”

It as a tradition that, unfortunately, continues. An unsettling calling card for a Turkey that aspires to enter the European club.

An interview with Chrisostomos Englistriota

In Cyprus, the head of the Church has always been an ethnarch, too, a leader of the people. This directly political role was exercised by the famous archbishop Makarios, the charismatic leader of the rebellion against the English domination during the 1950’s, and the first president of the independent republic of Cyprus.

“Our Church doesn’t practice politics anymore, but its authority has not diminished,” recalls the bishop of Paphos, Chrisostomos Englistriota. Since His Beatitude Chrisostomos I was struck by a grave illness, the bishop of Paphos has carried out his functions as leader of the Holy Synod of the Orthodox Church on the island.

Q: Your Excellency, Cyprus remains divided. Can the Greek Orthodox Church foster dialogue between the parties?

A: “It is a situation that saddens us deeply, the result of a completely illegal military occupation. A true dialogue is impossible, because the Turkish Cypriots do not enjoy any autonomy, the last word belongs to the government of Ankara.”

Q: Are there contacts among the religious exponents?

A: “Some of our bishops have met with the leaders of the Turkish Cypriot Islamic community. It’s important to us to have good relations with them, but then when it comes time to discuss concrete matters, like the problem of the sacking and profanation of our churches, they don’t know what to say, they refer everything to the political authorities.”

Q: Have you tried to raise the question in international circles?

A: “Yes, of course. We have repeatedly turned to the European Union to ask for their intervention. The last time was in the autumn of 2004, after Cyprus entered the EU.”

Q: The results?

A: “Nothing so far. My personal conviction is that the European governments should exert pressure on Turkey, above all in this phase of the opening of negotiations for the entry of Ankara into the Union. But they don’t want to take advantage of this opportunity. And so the more time passes, the more our sacred places in the northern part of Cyprus are falling into ruin. The Turks want to destroy every trace of Hellenism and of Christianity. Only strong international pressure can stop them.”

 Interesting reading, right?  Just search the word "destruction" on this site to get an idea of the ongoing cultural obliteration.

So, a great article from Chiesa.  Truly amazing and i say this because it is very rare to read such an accurate depiction of Turkey's occupation from the western press as to not upset a key NATO ally. Obviously there are some exceptions.  Below are some foreign publications and what they had to say in the past about this so called special "peace operation".

"It is important to distinguish between random damage that might have been caused by drunks after a night out, and the demolition of crosses, tombstones and heavy marble slabs which weigh several hundredwieht and would need men with sledgehammers to destroy them. We found nothing to fit the first category. In fact, at Dhavlos, on the north coast, now occupied by mainland Turks, even the graveyard wall was partly demolished. Not a single tombstone remained standing...

..the process of obliterating everything Greek has been carried out methodically. The churches and graveyards have suffered severely."

The report (August 9)from the Cyprus Director of Antiquities on the recent looting or desecration of the mosaics in the church of Panayia Kanakaria in the Turkish occupied north of Cyprus has reopened the debate on the fate of churches, monasteries and mosques on that unhappy island.

As a journalist I have travelled widely and freely on both sides of the partition line. In Turkish Cyprus there was large scale damage to churches in the immediate aftermath of the 1974 intervention. That was perhaps understandahle. More recently, historic churches have been seized, stripped and whitewashed and converted into mosques. One example is on the fringes of Nicosia, another outside Famagusta. Others have been desecrated.

Less than a year ago, travelling in the company of Mr. Mustapha Adiloglou, press official in London of the Turkish Federated State of Cyprus we came across a desecrated church in the centre of a busy village between Famagusta and Nicosia. Fresh excrement and urine lay on the smashed altar and the floor. The church Bible had been used as toilet paper and the wall paintings gashed and disfigured. The icons had vanished. From the state of the place it was clear that this was not a single act of violation. The place obviously had been a public convenience for months.

In fairness one should add that some churches (particularly tourist conscious Kyrenia) have been restored by the rurkish authorities and are either open for prayer or tourism or securely locked.

According to this revelation, a valuable Byzantine mosaic has been stolen from a Byzantine Church in the village of Lythrangomi. There are two inter-connected churches in the village and the mosaic was stolen from the apse of the older church which dates back to the 8th century..."

The above testimony, by a British journalist, member of the crew of a British TV network which visited the occupied part of Cyprus, proved that the places of rest of the dead became targets of the most intense destruction mania. According to this and other testimonies, the crosses on graves were cut away and broken to pieces. Tombstones were also overturned and crushed to bits, while the invaders violated the graves.

Pardon My French!

Turkey yesterday refused to allow a Cyprus flagged ship to enter the Turkish port of Mersin. The government of RoC says the denial of permission to dock was a violation of the customs union agreement. Erdogan insult as Turkey turns Cyprus ship away

A CONTAINER ship flying the Cypriot flag that sought to unload its cargo of textiles at the southern Turkish port of Mersin, was turned away, raising a storm in the already-troubled waters between Cyprus, Turkey and the EU.

Following protests by the Cyprus Government, EU Enlargement Commissioner Olli Rehn said yesterday that a European Parliament enlargement team stationed in Ankara had raised the issue with the Turkish authorities.

Rehn stressed that Turkey should honour the commitments it had undertaken in the framework of its association agreement and open its ports to Cyprus ships.

The incident came just as the Austrian Chancellor Wolfgang Schussel, holding the EU presidency, had called on Ankara after talks with visiting Cyprus President Papadopoulos, to enforce the EU accession protocol by opening its ports and airports to the Republic of Cyprus.

No attention

Turkish Prime Minister Tayyip Erdogan rudely rejected Schussel’s statements, saying that Turkey did not pay any attention to those who had threatened its EU perspective.

"Pardon the language, but to them we say up yours," Erdogan said addressing a meeting of businessman at the sea resort of Kusandasi.

In Nicosia, acting Government Spokesman Michalis Pashiardis referring to Ankara’s refusal to allow the docking of the Cypriot vessel said that "Turkey cannot dock in the port of the European Union with the high-handedness and the mentality of a pirate."

Immediately after the Mersin incident became known Government Spokesman Giorgos Lillikas said the Government was taking due action towards the Austrian EU Presidency, as well as to the European Commission.

Violation

"This act by Ankara constitutes a serious violation, inter alia, of the Customs Union Agreement, which exists between Turkey and the EU," Lillikas said, and added:

"With its stance, Turkey has proved yet once more that it refuses to harmonise itself with the acquis communautaire and is not convincing in its commitment to proceed in its EU course, exhibiting respect for its obligations."

The Cypriot container ship Able F arrived outside the port of Mersin from Italy early on Wednesday morning and remained about 3km offshore inside Turkish territorial waters waiting for its agent to make docking and unloading arrangements.

The port authorities automatically refused entry to the ship and alerted the Shipping Department, which in turn told the Turkish Foreign Ministry about it.

The Cypriot vessel was asked to leave Turkish territorial waters but, according to some reports, the ship authorities insisted on being given the grounds for being turned away in writing.

They met with the refusal of the Turkish authorities and the ship left Turkish waters under the wary eye of patrol boats after it had stayed there for about 15 hours.

Violated

According to an AP report, the Turkish Foreign Ministry in a statement alleged the Cypriot vessel had violated standard practice of port approaching presenting a "fait accompli."

Commenting on Turkey’s action, the spokesman of the Greek Foreign Ministry in Athens, Giorgos Koumoutsakos, said it was not helpful.

"Turkeys’ course towards the European Union and the progress of its accession process are judged in accordance with the degree of its response to specific conditions and prerequisites, which mainly refer to a series of agreed EU documents. It is obvious that today’s action by Turkey does not help; far from it," Koumoutsakos stressed.

The Turkish press gave wide coverage to the incident, mostly presenting it as an attempt by Cyprus to force open the question of Turkey lifting its embargo on Cypriot airplanes and vessels.

In his statements to the press, Pashiardis rejected Turkish allegations that the Cyprus Government knew of the intention of Able F to dock at Mersin.

Obliged

EU Commissioner Olli Rehn said that the Foreign Affairs Committee of the European Parliament would monitor very closely Turkey’s compliance with its EU obligations.

He also warned Turkey that in October the Committee would carry out a general evaluation of the situation, in order to verify Turkey’s compliance with all its commitments.

Rehn’s spokesperson, Krisztina Nagy, noted that according to the EU-Turkey Association Agreement that incorporated the customs union, Turkey was obliged to allow the free movement of goods for all EU member states.

"Shipping restrictions prevent those concerned to choose the most economical means of transport, resulting in obstacles being placed in the free movement of goods and commerce in general," she said.

The Able F’s textile cargo was being delivered to Turkish businessmen and the ship had an agent at the port of Mersin.

The Cyprus Shipowners’ Union yesterday condemned the action by the Turkish authorities and expressed support for the measures taken by the Cyprus Government.

They added that, in addition, they would ask for the help of the European Shipowners Union in making Turkey honour its protocol signature.

Cyprus Protests Airspace Violations

Cyprus protests to UN over Turkish violations of air space

Cyprus’ Permanent Representative at the United Nations, Andreas Mavroyiannis, has protested to the UN over new violations of international air traffic regulations and the national airspace of the Republic of Cyprus by Turkish military aircrafts, that took place between November 9, 2005 and January 4, 2006, calling for their immediate cessation.

In a letter sent to UN Secretary General Kofi Annan on January 11, 2006, that circulated yesterday as an official UN document, Cypriot Ambassador stressed that “Turkey’s policy of persistently breaching international law and defying international rules and regulations gravely jeopardizes the safety of international civil aviation and the stability of the region”.

He also noted that “Turkey’s systematic attempts to undermine the sovereignty and unity of the Republic of Cyprus by promoting an illegal secessionist entity, arrogating, inter alia, to itself the right to have a national airspace, further complicates the efforts to build trust and confidence between the two sides and resume negotiations”.

Ambassador Mavroyiannis added that “such actions are yet further evidence of Turkey’s sole objective, namely to consolidate the existing division of the island and maintain thus its military presence in Cyprus in perpetuity”.

Meanwhile, Government Spokesman George Lillikas has said “The Cyprus issue is a European problem as well, and a European problem for Turkey.”

He added that “it is up to Turkey to stop having the Cyprus issue as an obstacle for its EU accession course”.

Complacent attitude to Blair’s Oram's defence

Blair has not visited occupied northern Cyprus in connection with her defence of a British couple who have been ordered to tear down a built on house on property belonging to a Greek Cypriot refugee, British Minister for Europe Douglas Alexander has confirmed.

In his written response to Theresa Villiers MP, Alexander said nor was Blair the guest of the British Consul-General when recently visiting Istanbul in her professional capacity.

The Government warns British citizens, through its online travel advice and in response to enquiries, of the risks purchasers face when buying in northern Cyprus, said Alexander.

Cherie Blair’s decision to defend the Orams has already caused a diplomatic outcry from the Cyprus Press and Government. In April last year EU newcomer Cyprus warned it would use courts in other EU countries to enforce decisions against property investors who had bought property in northern Cyprus that Greek owners had been forced to abandon when Turkey invaded the island. This followed a European Court of Human Rights decision upholding the property rights of one such Greek owner against the Turkish Cypriot occupiers of her property.

It put the number of Greek Cypriots affected at over 200,000 and estimated that between them they hold valid titles to approximately 82 per cent of the privately owned land in the occupied areas. UK property investors have been prominent buyers of properties in northern Cyprus where prices have tended to be cheaper than in the south.

Villiers said that although it was a relief to hear Blair had not visited Turkish occupied Cyprus in relation to the case, she was still dismayed at the complacency of Alexander’s letter. The Government was trying to bring the two sides together in Cyprus, but the Foreign Office did not seem even to be worried about the controversy caused by Blair's involvement in case.

'In defending the Orams, she is flatly contradicting the advice of the Foreign Office by actively supporting those who have gone against this advice and “bought” land owned by refugees’, she said, vowing to campaign for the Government to strengthen its advice to those thinking of purchasing property in occupied northern Cyprus.

Domestic Remedies

Some Turkish columnists are delighted at the recent ECHR ruling in the case of Ms. Aresti even though Turkey was found guilty of human rights violations. Perhaps these columnists welcomed this decision because they are champions of human rights? Far from it, they welcomed the court’s ruling because they believe it to be a recognition of the legal system in the occupied north. Mr. Birand from the Turkish daily news in his column today stated “Even if it (court’s ruling) doesn’t mean any official recognition of the KKTC (occupied North), it certainly recognizes it as an entity.” Last April, ECHR ruled in this same case that effective domestic remedies were not possible because restitution was not being offered. Now the court is saying that a domestic remedy may be possible only if there is a genuine effective redress. To Mr. Birand, a genuine effective redress means...“This means the Greek Cypriot petitions will be postponed for at least 10 years. Turkey and the KKTC will gain some time, and the threat of paying so much compensation will be removed for a while.” What a humanitarian. Fortunately, that is not what the court's decision means, lets see what the court really says...“Turkey should introduce a remedy, within three months, which secures, in respect of the Convention violations identified in the judgment, genuinely effective redress for the applicant…”The court goes on to say "Such a remedy should be available within three months and redress should occur three months after that." So you see, its not 10 years as Mr. Birand stated. The court is seeking a proper remedy in a couple of months. Before the ECHR ruling, Mr. Talat expected the ruling to recommend that Turkey open internal judiciary means for refugees, that is why he rushed to create a new property compensation bill. Addressing concerns from Turkish nationalists, Mr. Talat said this..."The target of the new property law (adopted by the occupied North) does not aim to solve property problem in Cyprus." Correct, the target of this law is world public opinion. It is nothing more than a show meant to cover up the unprincipled reality that is the aftermath of the Turkish Invasion. The Turks are seeking more time to cement the division of Cyprus as 31 years is not long enough and they will hammer away at the idea that it’s the Greek Cypriots fault for maintaining this division. After all, it is the Greek Cypriots who rejected last year's Annan plan. Mr. Birand in his column today did not mention the “NO” vote once, he mentioned it twice. Well, Turkey succeeded in gaining time...a short period of time. The true test will be if Turkey allows Ms. Aresti access to her property. If not, will the ECHR accept the chump change offered by the Turks as compensation for lost property?

Cyprus Debates ECHR Decision

Cypriot papers today set aside space to debate the recent ECHR Judgment against Turkey and the possible ramifications from the court’s decision. The views were for the most part, positive. Here is what the Cyprus Weekly had to say about the matter.

Turkey guilty

Turkey was found guilty yet again yesterday by the European Court of Human Rights of violating the rights of Greek Cypriot refugees by denying them the right to return and to regain use of their homes in the occupied north of Cyprus.

The judgement dealt with the application of Famagusta refugee Myra Xenides-Aresti who fled her home at the time of the Turkish invasion in 1974 and has not been allowed to return, or to regain her property ever since.

The Court based its judgement on previous similar cases by Greek Cypriot refugees, like the one by Titina Loizidou.

But in what is regarded as a major development the Court, while reaffirming that Turkey “continued to exercise overall military control over northern Cyprus, added that “the fact that the Greek Cypriots rejected the Annan Plan did not have the legal consequence of bringing to an end the continuing violation of the displaced persons' rights,'' as claimed by Turkey.

The Court reserved sentencing Turkey for these violations giving it six months “to introduce a remedy, which secures genuinely effective redress for the Convention violations identified in the instant judgement.''

But in yet another major development the Court went on to link Turkey's compliance in the Xenides-Aresti case with all the 1,400 other similar applications by Greek Cypriot refugees pending before it.

The Court said it could not ignore the fact that there were already approximately 1,400 property cases pending before it, brought primarily by Greek-Cypriots against Turkey.

The Court considered that Turkey had to introduce a remedy which secured, in respect of the Convention violations identified in the judgment, genuinely effective redress for the applicant as well as in relation to all similar applications pending before the Court, in accordance with the principles for the protection of the rights laid down in Article 8 and Article 1 of Protocol No. 1. “Such a remedy should be available within three months and redress should occur three months after that.''

The Court also rejected Turkey's claim that property rights could be settled through the intercommunal talks. It declared that “the inter-communal talks cannot be invoked in order to legitimate a violation of the Convention.''

Compensation law

The Court also rejected Turkey's claim that the breakaway Turkish Cypriot state should be given the opportunity and the time to consider their compensation law for Greek Cypriot refugees, as well as the claim that a decision by the Rights Court for the payment of compensation to Greek Cypriot refugees “would seriously hamper and prejudice negotiations for an overall political settlement, including the complex property issue which it is hoped will be solved by diplomatic means.''

The Court ruled that Turkey, as the occupying power of north Cyprus, violated two articles of the European Convention of Human Right, Article 8, dealing with the right to respect for the applicant's home, and Article 1, dealing with the protection of property.

In connection with Article 8 the Court noted that since 1974 Xenides-Aresti “has been unable to gain access to, to use and enjoy her home.'' It consequently reaffirmed its earlier judgement in the case of Cyprus v Turkey, “that the complete denial of the right of Greek-Cypriot displaced persons to respect for their homes has no basis in law within the meaning of Article 8 of the Convention.''

Dealing with the violation of Article 1 of Protocol 1 of the Convention, which guarantees every person's right to the peaceful enjoyment of their property, by the Court rejected Turkey's claims that property rights should be settled as part of a comprehensive settlement of the Cyprus problem.

“The Court found no reason to depart from the conclusions which it had reached in previous cases, in particular the case Loizidou v. Turkey: As a consequence of the fact that the applicant has been refused access to the land since 1974, she has effectively lost all control over, as well as all possibilities to use and enjoy her property.

The continuous denial of access must therefore be regarded as an interference with her rights under Article 1 of Protocol No. 1 [....] It has not [...] been explained how the need to rehouse displaced Turkish Cypriot refugees in the years following the Turkish intervention in the island in 1974 could justify the complete negation of the applicant’s property rights in the form of a total and continuous denial of access and a purported expropriation without compensation. Nor can the fact that property rights were the subject of inter-communal talks involving both communities in Cyprus provide a justification for this situation under the Convention.''

Accordingly, the Court concluded that there had been and continues to be a violation of Article 1 of Protocol No. 1 by virtue of the fact that the applicant is denied access to, control, use and enjoyment of her property and any compensation for the interference with her property rights.

The Court's judgement was reached with the dissenting opinion of one of the seven judges, Turkish judge R. Turmen.

ECHR Finds Turkey Guilty

A judgment has been made by ECHR concerning the case of Mrs. Myra Xenides-Arestis vs. Turkey. The ECHR has confirmed that the title deed of Mrs. Myra Xenides-Arestis is legitimate and her ownership of property has not been affected by Turkish occupation.
